Missione saggio sulla tesi...compiuta!

Altra fottuta giornata passata a lavorare..

..ore ed ore davanti al pc..poi lezione del master..poi ancora pc...

poi una bottiglia di bordeaux che va via in scioltezza mentre preparo appunti per un articolo che devo scrivere domani...

...la cacchio di psicologa che studia con me, vedendomi fumare fuori dall'edificio nuovo dell'università mi fa "ma tu, sempre fumando...come sta il cancro?" ed  io che mi adeguo all'umorismo locale e rispondo "bene, bene. Cresce bene"....

...jelena che mi dice che ha voglia di vedermi...e brava...perchè io no..?anche io avrei voglia di vedermi!

Ma c'è sempre da fare...20 pagine di saggio per filosofia, 15 per welfare, non so quante per jean monnet, l'articolo di sootla....più il giornale...il documento per il youth in action nazionale...quelli per lo youth in action internazionale...copenhagen che mi chiama, vilnius che dice si ma poi scompare..varsavia che ci sta ancora pensando...

E domani alle 10 biblioteca nazionale con chiara..ma prima fotocopie di brochures - 300 - quiz -200- e flyers -2- per il taaviit...dove devo passare passerò venerdì, sabato e domenica...dalla mattina all'ora di cena...

Perchè quando ti danno uno spazio, gratis anzichè per più di 4000 corone...il minimo che puoi fare è lavorarci bene...e molto...

Ora installo la macchina fotografica...già che c'è ciccio mi prendo una buona mezz'ora di pausa..tanto, anche oggi, prima delle 3.30 non si va a letto...

E per la gioia di chi non ha nulla da fare...ecco il saggio che ho scritto per presentare il mio progetto di tesi...che discuto l'8 dicembre...davanti a non ho idea chi, in una riunione plenaria del master...nella sala di un hotel in un piccolo paesino dell'estonia...

...perchè siccome siamo geni...facciamo anche i summit per discutere lo stato delle nostre ricerche...

....meno male che sono un postdemocristiano...e cinque pagine le so scrivere anche dopo solo una mezz'oretta su google....

I have always found extremely fascinating the political vitality of the so called “new” Baltic countries, especially as, in my opinion, these Nations had to face – and are somehow still facing, some of the hardest political challenges of our time in Europe.
The way they have gained independence and how they had to change their systems into the framework of the new democratic context they joined, has been extremely interesting and important for seeing, in concrete, an effective example of how politics, diplomacy and the preparation of the governing class are fundamental for the good outcome of all these reforms.

Focusing to the Estonian case, I am more and more convinced that this is worth of a deep analysis as it can be efficiently used as an example of the adaptation of some between the most important political theories of our century, especially when we give a look to the new economical system, built on the example of Milton Friedman’s thought.

But, beside the quick development this Country has faced thanks to some enormous reforms of its civil and economical structure, there is also something else that I’m convinced must be considered as physiologic in the developing process of a Nation, specially referring to so delicate moment of its history such as the one this part of the European continent is still living after 1991.

In this sense I think that, if we start to critically analyze the Estonian development of the last 15 years, trying to stay also linked to its recent past, it’s impossible to deny that some important contradictions have raised and have, in a certain way, given their important contribute on getting shadows on the quality of the huge work made until now.

Probably it’s also for my personal background that, between these contradictions, I’ve immediately been captured by one of the hottest issues of this new Democracy, the so called “problem of the Russian minority”.

Belonging myself to a sort of recognized Italian minority, and after having lived in a country as Belgium, where there are two minorities – the Dutch and the German one - officially recognized and with their own language used for the everyday life as for all the National documents, I have found out that there is probably still a lot to do, in Estonia, in order to improve the situation and finally get a real and peaceful cohabitation of the Estonian majority and the Russian minority.

To go more into the detail on the purposes of my work, I have to say that it will be twofold: in the first part I would like to conduct an analysis of the Estonian educational system, using it as an indicator of the real fragmentation existing in the Country.
I am absolutely convinced about the importance of a deep exam of this aspect of the civil society as I have always seen, in education, one of the key factors for studying the society: the aim of this part, then, will be to discuss the Estonian system with a critic analysis of its composition made by Estonian and Russian schools. I also think that, a comparison between the data relative to the distributions of students in schools, referring to their “nationality” and also taking in account the numbers about the passage from the first level to the higher education, can be relevant for getting a better and more complete picture of the actual status of this situation and for start building a first theory about its development in the future.

In the second part of my work I will focus my researches on the policies adopted by the previous governments and those ones that the actual one is planning to discuss and –eventually adopt about this issue.

Referring to education would be useful to analyze the 2007 reform as the Estonian Education Strategy 2006 – 2007, also giving a look to the public balance for discussing if the founds dedicated to this process by the Government are enough or not.

Then, referring to present political situation, I think would be also useful to give a more detailed panorama of the Russian representation inside the Estonian political system, as I consider it as one of the main reasons of the present lack of real integration of the Russian minority into the Estonian society.

Hence would be extremely useful to study this situation as for a better understanding of the past and ongoing policies, as I think that an analysis of this aspect will be useful to understand if, in concrete, this phenomenon has real consequences into the whole policy making process and so, in which consideration the Russian ambitions are taken.

Summarizing everything, then, my thesis will be oriented on a presentation of the situation of the Russian minority and it’s integration and it will use a) the Education sector for having a concrete dimension of the national fragmentation and integration, b) the fragmentation that the Russian minority suffers in its own, trying to examine its reasons and showing if and how it can affect the political weight of the community, c) the adopted policies and ongoing ones again referring to the Education sector, for providing scenarios for the future and for trying to understand how this problem is being perceived by the political class and which are, in concrete, the consequences of the Russian fragmentation mentioned below.

As this topic is not absolutely new for the public opinion, and it has already had some relevant researches on it, the aim of my work is to show the importance of the educational system into the internal integration assessment process, trying to show how it can be one of the sector in which we should probably intensify our political efforts. In this sense there is an important publication titled “Integration through Education: the Russian-Speaking Minority and Estonian Society” by Kara Brown, Indiana University, who I have already contacted for supporting me during my researches.

Fundamental for the whole work will be the supervision and the help of Prof. Raivo Vetik from Tallinn University, as with his researches and studies on the field, he can be considered one of the most relevant experts of this topic. With his help I will have access to various stats and data from previous researches that I will try analyze for my own conclusions.

Then I’ll have to discuss many governmental acts as the already mentioned Estonian Higher Education Strategy 2006 -2015 or the 2007 Reform.

But, as I learnt by my journalistic activity, I would also like to proceed with first-hand interviews to get the direct opinion of the subjects involved in my research. In this sense I’m convinced of the importance of hearing the voice of the National Ministery of Education, of the Council of Rectors of Estonian Universities, of the Higher Education Quality Assessment Council, of some representatives of the Basic Education system, student associations and, obviously, of the Russian community.

I will also try to profit of the European Conference about the Status of Minorities in Europe, that Tallinn will host next year, to get some “official” opinions from representatives of the Government and of the main key speaker of the topic: during this event would also be interesting to have the opinion of someone who is not Estonian nor Russian, in order to see how this whole question is perceived outside the Estonian borders and, also, if it can be compared to any other European situation.

Then, about the data, I will use the ones collected by Tallinn University, the European ones published in the Eurydice database as I will obviously get some material also from the Estonian Statistical Office, which has published, in 2002, some important stats in this sense.

Also for collecting data, then, I would like to have something new and unfiltered and that’s why I would find extremely interesting to collect something by myself: at the moment I can’t say anything more about it as I still have to consider this method quite seriously, but I think that taking some schools – studying efficiently their distribution in the country and their composition – as a representative selection of the area and giving them a quiz or a test, could help me on finding some results as on the field of fragmentation as on the one of the perception about how and what politics is doing in this field.
